Municipalities with more than 50,000 inhabitants and island territories will adopt sustainable urban mobility plans by 2023 that introduce mitigation measures to reduce emissions from mobility.

And among them, it stands out the establishment of a Low Emission Zone with the aforementioned deadline for the territories that meet these requirements, in addition to those localities with more than 20,000 inhabitants with high pollution episodes.

This means that they must be delimited zones within the cities where traffic is restricted either in terms of circulation, access or parking and based on the environmental classification, i.e., discriminating by the DGT label.

If we take as a reference the census of 2020, and that collects La Vanguardia, the localities of more than 50,000 inhabitants that will have to have these areas limited to traffic for the most polluting vehicles are the following.

For example, Madrid has the Low Emission Zone (ZBE) of Special Protection of the Central District, formerly known as Madrid Central, which only allows access and circulation to cars and vehicles with a ZERO and ECO label, although it has an extensive list of exceptions.

La Palma is an island located in the northwesternmost tip of the Canary Islands and belongs to the province of Santa Cruz de Tenerife. It has an area of about 708 square kilometers and a population of over 81,000 inhabitants. Divided into 14 municipalities, it has a wide diversity of landscapes and climates. Rugged, beautiful, high, steep, surprising, wonderful and green are some of the adjectives that justify the nickname of the Isla bonita (beautiful island).

It is believed that the island of La Palma began to be inhabited, by people from North Africa who migrated to the island, approximately in 2000 B.C. This theory related the ancient population of the island with the Berbers, supported by genetic analysis of the findings of bones in ancient tombs that are found and preserved on the island. However, archaeological excavations also point to a settlement of southwestern Europe, especially by the stone engravings.

In the 16th century La Palma was the gateway to America, which produced a mixture of Dutch, French, Irish, Jews and Portuguese among others. The installation of these great families on the island attracted the attention of pirates and corsairs, who, knowing the riches that were kept here, tried on several occasions to besiege it, especially the capital.
